What does the waist measure across laying flat?

I just measured it and it says 15 inches. I guess I’m just fluffier around the waist and that’s why it doesn’t fit me anymore? Lol

Or 15.5 inches completely flat, 15 inches seam to seam when flat. Below is what the conversion chart is supposed to be, which is why I think it fits more like a 7.
