@nocrueltybeauty hi, the waistband on this item is 14.5” at the widest point, 14” at the actual topmost part. This is a convertible skirt/dress - as you can see in the first photos it’s a wide stretchy band and it fits form to chest if wearing a dress or waist if wearing as a skirt. I hope that helps - a little unusual, harder to give a strict waist measurement on an item like this, since the entire band fits around waist and hips. XS or S may need to take it in a bit at the top.
