I would say it could fit a Large or Medium due to the shirred bodice of the dress. The shirring is comfortable and stretchy! I couldn’t tell you if it definitely runs small since I am not a size large. I was wearing Mediums back when I bought this dress and it fit me well. I hope this helps!
