citygalshop @arichardson23 waist from one cute out end to other side is 13 inches. Lower then cut out is about 13.5 inches. I believe it is a black polyester blend there is no specific tag

citygalshop @arichardson23 I believe it is a polyester blend. It is not clear on the dress. It is a high quality dress as it is Jay Godfrey. Has been dry cleaned and is in great condition
