de5d @madisonn039 hello :) it can be worn high on the waist or on the hips and both the waistband and the fabric are very stretchy. It can work with casual or dressy outfits. It is a light, very stretchy fluttery fabric. Stretchy fabric around the hips can show off the figure. Kinda reminds me of a pencil skirt but I do not think this is a pencil skirt because it is loose around the legs. Does that help? feel free to ask more.
