5/$25 Vintage Black and White Skirt/Top

Black and white asymmetrical skirt, or maybe top? I have had this so long that I'm not sure if I purchased it as a skirt or top. I have worn it both ways. The material is stretchy. I have worn this as a size medium and large but fits better as a medium. Brand: Judy Knapp Size: Unknown, fits medium Please see pics for measurements Condition: Pre-owned, good. No rips or tears. There is a light pen mark on the front left - shown in pictures.
