Has elastic in the waist. The leggings has some piling and shows signs of normal wear. Please see pictures for more details. The leggings are slightly darker than the pictures depict. With the garment laying flat, the measurements are as follows: the waist is 10 inches, the inseam is 20 inches, and from top of the leggings to the bottom is 27 inches. Preowned but in good condition.
