Very cute skirt by Express in heavy somewhat stiff material with pleating so it really stands away from the body! Such a sweet silhouette 🍭 28” waist waistband unstretched (and there is lots of stretch). Says a small but it fits like a M. (It was perfect for me when I was an 8!)
