2XL capri leggings, tag says 3x, but they run a little small

My mom is normally a 3XL, but these where a little tight on her, so I would say they’re a 2x instead, never worn outside of her trying them on. No tags because she thought they would fit, so she ripped them off prematurely. The bottoms have a scrunch style that I tried capturing in the second picture
