2T (or small 3T) Toddler Blouse - French Brand

Never worn (just tried on) toddler blouse, button up shirt. Body is double lined, arms are not. Tag says 3 Years but fits like 2 years. My (average sized) 3.25yo can put it on but doesn't move around comfortably.
