1980s-style 3-tier skirt / black retro 80s-inspired / small

Absolutely adorable 3-tier black skirt by Valia, the Australian boutique brand. The rouched elastic waist has an inch or two of stretch. Discreet belt loops, too! I didn’t notice them at first, so they are extremely difficult to see unless a belt is worn. Measurements appear in the photos.
