vintagearmoire @natebeep hi dear, I think it can. The shoulders are 17.5 inches, chest is 23.5 inches, arms are 19 in and length from top to bottom is 23 inches. The bottom part is cinched and with its elastic (without stretching) is 16 inches in one side. You can double that number if you measure all around your child’s waist.
