mack10988@emmequinn that's just the measurement of the front of the shirt laying on the floor (measured from one underarm across to the other). So you can compare that to another shirt you have that you like the fit of. Or double that measurement (so about 32" around) not accounting for any stretch. But I guess the most simple answer is yes, it will fit a 34 B lol.
