Seriously darling old owl tie Tac with genuine turquoise inlay for the eyes. Can also be used as a pin/brooch. Tests as sterling. The back closure piece is silver tone. Nicely solid despite its dainty size - see all pics as these are part of the description. I can’t say this is native made. I can’t say it’s not either. Excellent vintage condition with mild wear as would be expected for age - likely 70’s.
