Cute ruffled and banded top. You can adjust the sleeves to have more or less balloon just by moving the elastic up or down. Measurements are in the last 2 photos. Although these are flat lay, the blouse stretches to 28 at the pit and double at the other measurement. Shoulder to hem is 26"
