Sandy Liang x Target Dress

This dress is 100% cotton, and new with tags. There is a sizing inconsistency between the tag and the label. Sewn-in label says XS, while tag attached says M. I typically wear XS, and this was too oversized for me. I would imagine that the sewn-in label is incorrect, and that this is actually a size M. Photo shows approximate armpit-to-armpit measurement of 19”, laid flat. Length is approximately 45” from shoulder to bottom of skirt.
