Strapless Dress from Rue 21

I've only wore this about twice. I bought it because I thought it was so cute but I have no place to wear it to and it just hangs in my closet. There aren't any flaws. It's strapless. Underneath is black, and also has three ruffle layers on top of it which is the flowery part. :)
