iPad mini 2nd gen 16 GB Silver

The Body of this ipad mini 2 is in excellent condition almost new. It was kept in an otterbox with a screen protector since the day it was bought. As seen in the photos, the screen displays a grid of small white lines... I am not sure what is wrong with it or if it can be fixed. The screen functions and has the white flickery lines.
