@yuliaca hi! so the waist resting (measurements taken flat) is ~14.5 in. It can stretch to about 15.5 in with the small elastic bit in the back. I think it works best if you're closer to that 14.5 in (i.e. a 29 in waist) measurement though.
The top tier (the one with the buttons) is about 11 inches tall. The width at the bottom (roughly where the hips hit), measured flat, is ~20 in.
Fabric is 100% cotton without really any stretch
