gretchen2560 @operasinger2017 Hi, this is a dress and has a zipper up back. Yes, the black bottom of dress is a black velvet with some stretch to it and the cream colored top half is satin like material. Has built in boob pads.

gretchen2560 @operasinger2017 Measured the hips and its 16 inches across seam to seam in front with very stretchable velvet material Almost like velvet leggings kind of stretch!! Waist line measures 13 inches seam to seam without stretching out of course. My bust measures 34 to 35 inches and it fits me nicely!
