Hi there, are these still 38” waist? Maybe some shrinking thru wash wear. Do you have the leg opening width at the cuff? Thanks

with a tape measure going all around inside the waist , it's 38. 1/2 inches.
32 " inseam measuring from bottom seam between legs,
43" top of waist to bottom of legs (outside)\
23" measuring all around bottom of leg opening.
I put a sketch to show you in red how i measured (see last picture)
