This is a vintage Royal Albert Old Country Roses salad plate that is a "second." It measures 8-1/4" in diameter and does not look as if it has been used - the floral transfers and gold paint are in excellent condition, and there are no cracks, chips, or fleabites.
There are two very tiny and fine scratches on the glaze on the top of the plate, but they are barely noticeable unless you hold the plate up to the light and scrutinize it very carefully. There is a small gold brush mark to the right of the backstamp, which probably is the sign for a "second" - a piece of china that isn't quite perfect due to some manufacturing problem.
In this case the problem is overall crazing of the clear top glaze, which is noticeable if you tilt the plate under direct light. The crazing is not noticeable at all if you look at the plate sitting on a table and under normal room lighting. Due to the crazing, this plate has been priced accordingly.
The backstamp showing only the word "England" means production between 1974 and 1980, which the time period when this plate was produced in England. (In 1998 the production of Old Country Roses china was moved from England to Indonesia, Taiwan, and China, and "England" or "Made in England" was dropped from the backstamp.)
