Vintage Oval Shaped Decorative Glass w/ Blue & Silver Accents Silver-Plated Base

So I thought this was possibly some type of trinket box but cannot figure out how (if) to get it open. Nice glass paperweight top with cobalt bright blue and silver specks. Rests atop a silver plated oval container of some sort. See all pictures for additional info and details. Antique looking.
