Some wear on painted design
I believe this was a commemorative piece of the brand Grey Poupon. Historically Dijon mustard was first used in 1330s as a condiment, and became popular in the 1800s. Grey-Poupon Moutarde Company was started in 1777 by Maurice Grey and Auguste Poupon. Yet the brand Grey Poupon Mustard has had several owners, creating some confusion as to the start of the brand (e.g., 1845, 1866).
