Vintage 1990s Bill Blass Evening Black Cocktail Dress Polka Dot Skirt Size 8, preowned in EUC. Clean, no flaws. Dating this as 90’s due to Made in China although there were some clothing items made in China in the 80s from some designers. Size 8 Chest flat across 17.5” Waist flat across 14” Hips flat across 16-17” Length shoulder to hem 38” Shoulders seam to seam 15.75” Absolutely gorgeous! I can’t say enough about the skirt! Top of the dress has a 3/4, snap removable shoulder pads and zipper closure. There was at one time a removable collar which is not included. The tulle skirt has a little bit of structure and holds it shape nicely with just a little bit of poof. The tulle is two layers over the skirt portion of the dress. I believe it may have been belted as well but it’s gorgeous without a belt and you can always style with your own belt.
