Vintage (circa late 1980s, early 1990s) commercial reproduction print sold at Japanese department stores
The artist is Tsukioka Yoshitoshi, who was a very famous late-Edo to Meiji-era 'ukiyo-e' (woodblock print) artist.
This is one of his more popular re-prints, of a woman wearing a kimono performing a task of flower arranging.
The red seal at the bottom left affirms its a reproduction made from one of his original works.
Original wood frame with matching display feet screwed into the bottom of the frame. These can be removed. There is a scratch on the wood on the bottom of the display piece, not the actual frame itself.
There is some staining in the top right corner of the print (see picture) commiserate with age.
Also a small nick on the left side of the frame
