I bought these from another posher who had pallets of them from QVC/HSA. They are new and likely shelf pulls but could be returns. These shoes are hand distressed, I think the toes on this pair look worn, but it is that distressing and is intended to look like that. Also, I have found lots of the star and rose cut-out styles for shoes, but I hardly see any of this heart style.
