Navy/Royal Blue with lace detail Dress - 2/4

This Navy/Royal Blue dress (purchased at a dept store) has lovely lace detailing all over the front of the dress. It has a stretch to it, but not without losing its structure. Hits right above the knee for me (I'm 4'11"). Tag says Juniors size 9, but I would put it at a 2/4 in women's.
