Long maroon jacket

Is it a dress? Is it a jacket? Why not both? I love this maroon piece 😊 it's long enough to wear alone but formal enough to make a nice business casual jacket. The sleeves have a bit of sun bleaching discoloration, visible in the last picture. This is only noticeable in bright or direct light.
