This is a Kurt Adler 13" UL 10-Light Gold African American Angel Tree Topper. It is part of the Kurt Adler Treetop Collection and is designed for indoor use. The angel features a gold gown, feather-like gold wings, and holds glowing candles in each hand. It is pre-lit with 10 clear incandescent lights and has a 36-inch lead wire. The base is a metal coil or plastic cone for easy placement on a Christmas tree. I can find nothing wrong with it. it does have the little extra lights taped to the cord
