J. Jill Blue and White Color Block & Stripe Blouse

From a distance it has a colorblock look, but the top half of this shirt is a solid blue and the bottom half is a white base with thin blue stripes. The color block top dips down more at the front. It does not have stretch and is mean to have a looser, flowy fit.
