gratefulbox @linzky30 hi! I'm so glad you asked! This skirt's waist is neither elastic or zipper. The fabric is a stretchy Lycra type fabric that holds on the hips. It measures 32" unstretched, up to 40" stretched. The length is 23" in the middle & 33" on the sides. It's a really cool skirt!
