Made of plastic. new never used. this is not weighted. it does not have any mechanism for being attached to surface, but i' m sure you could DIY something using velcro tap/tabs sets. more than a phone holder. Use it for holding anything long, such as a notebook, envelopes, pens or pencils, wallet, checkbook, glasses case, desktop nameplate, or message sign, for example.
