1990s Ragtime/ILGWU Red Midi Dress with Flowers (fits like a Size XS/S) This dress is so flouncy and comfortable! The stitching on the bodice and sleeves are immaculate (closer look in photos 5 & 6). The waist has elastic so it's got plenty of room. I tried it on and it fit me at 28". It also has belt loops so you can accessorize (photo 7). No clear size tag, but fits like an XS/S.
