Vintage V.C. Torias hand painted vest sleeveless wearable art medium

From my California artist collection. Vintage art to wear vest with abstract motifs from 1998. The artist signature is in red in the right corner on the front, just above the hem. Multi-color on black background. The red and yellow (almost neon) are very striking. There are also more muted earth-tone colors. Victoria Sheldon, the founder of V.C.Torias INC. pioneered the concept of "art to wear".
